Flag
The flag of the Secret Democratic Socialist Penguin Empire features a rectangular design with a 2:3 aspect ratio. The background is a deep arctic blue, representing the vast Antarctic waters.
In the center of the flag is an emperor penguin, standing tall and proud. The penguin faces left and occupies about two-thirds of the flag's height.
Behind the penguin is a golden circle, reminiscent of the midnight sun, which takes up about half the width of the flag. The circle is partially obscured by the penguin, creating a halo effect.
Across the bottom of the flag, beneath the penguin's feet, is a white banner with black text that reads "UNITY IN ICE".
The overall design is clean and striking, with the contrast between the blue background, white penguin, and golden sun, creating a symbolic representation of the penguin empire.
Executive Branch

Legislative Branch - The Glacial Assembly
- The Glacial Assembly is composed of 200 elected representatives from different penguin colonies across Antarctica.
- Seats are proportionally allocated based on colony size and species population.
- Two-year terms with the option for re-election.
- Responsible for creating and passing laws, approving budgets, and ratifying treaties.
Judicial Branch - The Blubber Court
- The Blubber Court consists of nine elder penguins serve as justices, appointed for life by the Emperor and confirmed by the Glacial Assembly.
- Interprets penguin law and settles disputes between colonies or individuals.
- Can overturn laws deemed unconstitutional according to the "Magna Squawkta" (their constitution).
Political Parties
Colonial Governance
- Each major penguin colony has a local council led by a Governor-General.
- Local councils manage day-to-day affairs and send representatives to the Glacial Assembly.
- Colonies have some autonomy but must adhere to imperial laws and directives.

- The "Huddle Veto": Any law can be vetoed if a supermajority of penguins form a disapproving huddle around the Imperial Palace.
- "Pebble Polls": Voting is conducted by penguins placing pebbles in designated ice hollows, with different colored pebbles for different candidates or issues.
