Chapter 23 - Export-Import Bank
Chapter 23 primarily focuses on the complete abolition of the EXIM rather than offering reforms or changes to its operations. All of the recommendations are essentially to discontinue all of the EXIM's current activities and roles.- Abolish the Export-Import Bank of the United States (EXIM)
- Discontinue all EXIM financing tools, including: Loan guarantees, Working capital guarantees, Direct loans, Export-credit insurance
- Stop using EXIM as a tool to compete against China's economic influence
- Cease efforts to use EXIM for national security purposes
- End the practice of providing government-backed financing for exports
- Discontinue EXIM's focus on competing with other countries' export credit agencies
- Stop EXIM's involvement in emerging technologies and semiconductor industry support
- Eliminate EXIM's role in "leveling the playing field" for U.S. exporters
- Terminate EXIM's China and Transformation Exports Program (CTEP)
- End government intervention in export financing, leaving it entirely to the private sector
- Discontinue EXIM's role in supporting small businesses through export financing
- Stop using EXIM as a tool for job creation or maintenance
- Cease using EXIM to promote U.S. exports
- End EXIM's role in U.S. competitiveness efforts
