Chapter 21 - Department of Commerce

  • Consolidate or eliminate various trade-related programs and agencies, including parts of the International Trade Administration and Bureau of Industry and Security.
  • Consolidate or eliminate the Economic Development Administration's grant programs.
  • Consolidate the Bureau of Economic Analysis, Census Bureau, and Bureau of Labor Statistics into a single statistical agency.
  • Make the U.S. Patent and Trademark Office a performance-based organization under the Office of Management and Budget.
  • Alternatively, consolidate USPTO with the National Institute of Standards and Technology.
  • Dismantle the National Oceanographic and Atmospheric Administration, eliminating many functions or transferring them to other agencies.
  • Increase political appointees in the Office of the Secretary to implement policy changes more effectively.
  • Modify regulations implementing the Marine Mammal Protection Act and Endangered Species Act.
