Chapter 21 - Department of Commerce
- Consolidate or eliminate various trade-related programs and agencies, including parts of the International Trade Administration and Bureau of Industry and Security.
- Consolidate or eliminate the Economic Development Administration's grant programs.
- Consolidate the Bureau of Economic Analysis, Census Bureau, and Bureau of Labor Statistics into a single statistical agency.
- Make the U.S. Patent and Trademark Office a performance-based organization under the Office of Management and Budget.
- Alternatively, consolidate USPTO with the National Institute of Standards and Technology.
- Dismantle the National Oceanographic and Atmospheric Administration, eliminating many functions or transferring them to other agencies.
- Increase political appointees in the Office of the Secretary to implement policy changes more effectively.
- Modify regulations implementing the Marine Mammal Protection Act and Endangered Species Act.
- Allow NEPA exemptions for fisheries actions.
- Withdraw the 30x30 Executive Order and Associated America the Beautiful Initiative.
- Privatize the National Weather Service's forecasting operations.
- Review and potentially abolish various advisory committees, including the Census National Advisory Committee.
- Add a citizenship question to the Census.
- Reevaluate all Census questions for intrusiveness and necessity.
- Abolish the Economic Development Administration or significantly restructure it.

- Strengthen intellectual property rights and oppose IP waivers.
- Privatize the Hollings Manufacturing Extension Partnership.
- Transfer the Baldridge Performance Excellence Program to the private sector.
