Chapter 15 - Department of Housing and Urban Development
- Assign all delegated powers to politically appointed leadership positions
- Change current career leadership positions into political and non-career appointment positions
- Use Senior Executive Service (SES) transfers to install aligned leadership
- Make the HUD Secretary a member of the Committee on Foreign Investment in the U.S.
- Create a HUD task force to identify and reverse Biden Administration actions advancing progressive ideology
- Review all subregulatory guidance instituted outside of the Administrative Procedure Act
- End the Biden Administration's Property Appraisal and Valuation Equity (PAVE) policies
- Repeal climate change initiatives and spending
- Repeal the Affirmatively Furthering Fair Housing (AFFH) regulation
- Eliminate the new Housing Supply Fund
- Prohibit noncitizens and mixed-status families from living in federally assisted housing
- Implement stricter work and work-readiness requirements
- Impose maximum term limits for residents in public housing and rental assistance programs
- Reduce the implicit anti-marriage bias in housing assistance programs
- End Housing First policies for addressing homelessness
- Suspend external research and evaluation grants in the Office of Policy Development and Research
- Increase mortgage insurance premiums for longer-term mortgages
- Encourage shorter-duration mortgages
- Move the Home Equity Conversion Mortgages (HECM) program to its own special risk insurance fund
- Revise loan limit determinations
- Provide statutory flexibility for shorter-term mortgage products
- Restrict FHA eligibility to first-time homebuyers
- Move the HUD Real Estate Assessment Center from PIH to the Office of Housing
- Maintain budget authority for modernization initiatives in IT and program offices
- Encourage choice and competition in rental markets
- Add flexibility to rent payment terms
- Prioritize federal rental assistance subsidies that emphasize choice and mobility
- Provide authority for maximal flexibility in PHA land sales
- Consider the future of the public housing model
- Oppose efforts to weaken single-family zoning
- Propose tax credits for renovation or repair of housing stock in rural areas
- Devolve many HUD functions to states and localities
- Consider consolidating some programs and eliminating others
- Narrow the scope of many programs closer to their original purposes
- Potentially transfer some HUD functions to other federal agencies (e.g., loan guarantee programs to SBA, Indian housing programs to Department of Interior)
